1. copy Nebula plugin into custom named Nebula plugin (for example Nebula3.dll -> myNebula3.dll). 2. display all Nebula programs and allows you to select programs, which will be used with this custom plugin 3. reorder selected programs to make a desired program list (no more endless scrolling 3. save your selection to new xml file (for example myPluginPrograms.xml), which is then used by this custom plugin

Program would open your existing custom xml file (if you've created one before) - then you could continue with its editing (adding new programs from repository , deleting, reordering etc.) It should be very easy.
But, I have to think more about it, for now it's just an idea.

I can imagine that, but purpose of this program is to make custom Nebula plugins with custom selected program list in desired order. Creating custom presets would be a task for some other kind of a program.
However, this was not included in my original dream, but you never know what dreaming could bring us in the future
I say please keep dreaming... It is a GREAT idea. To have several versions of Nebula that you could call up to handle specific libraries, or groups of libraries, just fantastic. I hope you can see this becoming an actual program.
I use NRGUI Pro, and am thankful you have taken the time to work on these enhancements to Nebula. They make an amazing program even more flexible. Thanks!
