I think the most transparent limiter is the aom invicible limiter it comes like a very heavy Train but it keeps the Kick/punch Alive with Zero unplesend distortion.

this would still be an algo limiter, if you want to have those "competitive" levels. the most transparent i found and use is "psp xenon".
a budget solution would be "toneboosters barricade".

if it's possible to go for someting around -18 db rms (maybe higher, depends on the music), you could try with a fast nebula limiter/compressor and some manual volume-adjustement.

just my two cents ;)
system 1: windows 8 32 bit - samplitude prox, tracktion6, reaper
system 2: mac osx yosemite - reaper(32+64bit), tracktion6(32+64bit)

both systems on: macbook pro (late 2009), core 2 duo 3,06 ghz, 4 gb ram, graphic: nvidia geforce 9600M GT 512 MB
