How do I change the skins? I've tried using the method on the NebulaWiki, using skins downloaded from "My Libraries" (specifically SK Vintage and SK Good), but neither of them have worked.

From version 1.3.412 you can change the skin from GUI. PANEL > MAST > SKIN and use the second knob/fader for select a new one. Click in save and reload.

The method explained in NebulaWiki should work, but is out of that, new FAQ and Nebula wiki is coming ASAP.

Are all included Acustica Nebula libraries intended to be used at -18dbFS?

If you send a 1 kHz and -0.3 dBFS sine through Nebula with any Acustica Audio CPCL emulation presets, the output of Nebula should show -0.3 dBFS. -18dbFS is the European audio level standard you should use always.

the GUI seems sluggish - it takes a little bit of time (maybe 1/2 of a second) to switch screens and programs (though audio latency appears fine). Is this expected?

Old video card? Try to change: PANEL > MAST > GUI RATE from 40.0 to 80.0 ms. Click in save and reload.

Nope, the rate is set at 80.0 ms already.

Also, is it expected that the updated version 1.3.413 loads slower than the setup version 1.3.400? For some reason, I have a 400 and a 413 version saved in separate locations. While the 413 version needs to run a series of loading steps before it runs (and I can clearly see each step happening), the 400 version loads much faster, with all of the loading steps appearing at once. Does this happen only with my system, or does it happen across systems? If it is only with my system, what can I do to fix it?

It's as if "fast boot" does not work.

Sorry, my mistake change GUI RATE from 80.0 to 40.0

Also, is it expected that the updated version 1.3.413 loads slower than the setup version 1.3.400?

NO, something is wrong.

what can I do to fix it?

Check if lasted version is running with the correct key. Rename old version to .OLD and move new version to the location of old version and try it.

Moving the new version around didn't work. How do I check if the latest version is running with the correct key? All of the programs load.
