it was often requested, but there is no panlaw option for whole projects, as far as i know. you can set the panlaw for every channel in the mixer in the pan dialog (rightclick on the panbutton in the mixer).
workaround is to make yourself templates of projects where you specify the desired panlaw. make an empty project with all the desired settings (there are a lot, so you may update that, as you dig deeper into the program) and then save it as template. now when you open a new project, you can choose that from a list in the dialog for new projects.
