I think the poster is talking about > "Home / User Area / My Authorizations" section of the forum where he can't see his licence, or download the file.
To the poster: that section has never been functional, you should have received your licence as an attachment in an email from the Nebula guys. You should then copy the licence file to the Nebula installation folder on your computer.
