Isn't the RAM the only thing limiting CUDA performance?

I got a GT4xx Fermi card with 2GB DDR3 RAM for under $100.00

no... we are improving cuda further, so there will be many things to check before buying a cuda card, not only the onboard ram.

Btw cuda toolkit 4 is working, but not mode 15. We are fixing a compatibility issue. We'll release it for windows as soon as mode 15 is working. We'll release mode 16 later.

I tried it and it was working. But i hear the tracks skipping. I have the latency at 8000, and when i look at nebula server it say that gpu is at 154% with 7 nebula needing 352mb. I have a gtx 590 that has 3gb of ram.
